Synopsis:

The aim of the course is to acquaint students with the issues of crisis management, including the topic of critical infrastructure in public administration, with the tasks and competences of crisis management bodies of the Czech Republic at all levels in the preparation and resolution of crisis situations, with the rights and obligations of natural and legal persons in dealing with crisis situations, with the organizational arrangement and activities of security councils and crisis staffs at all levels of management and with the issue of special facts.

Requirements:

Form of verification of study results: credit written test of 40 questions, oral exam in the scope of thematic areas.

Requirements for the student: active performance of tasks assigned within the seminar, processing of seminar work.

Lecture topics:

1. Introduction to the course study, security system of the Czech Republic, legal regulations and other documents in the field of security

2. Classification of threats, type plans, concepts in crisis management

3. Crisis states, states under special legislation

4. Crisis management bodies, competences and tasks of the Government, ministries, other central administrative offices and the Czech National Bank in preparation for resolution and resolution of crisis situations

5. Competence and tasks of regional authorities, municipal authorities with extended competence and municipal authorities in preparation for crisis management and resolution

6. Rights and obligations of legal entities and natural persons in preparation for resolution and resolution of crisis situations, crisis preparedness plans

7. Security Councils, Crisis Staffs in Crisis Situations Resolution

8. Crisis Staffs Critical Infrastructure

9.Critical infrastructure

Week 3 4 Restrictions of Rights and Freedoms in Emergencies and the Government's Competence

Weeks 5 6 Examples of the use of the state of emergency in dealing with specific crisis situations.

Week 7 9 Decision-making process in the Crisis Staff Evaluation of seminar papers

Week 10 Credit test.

Study Objective:

Achieving knowledge in the scope of crisis legislation and its application, especially in crisis management, including the topic of critical infrastructure in public administration, with the tasks and competences of crisis management bodies of the Czech Republic at all levels of public administration, with the rights and obligations of natural and legal persons in dealing with crisis situations, with the organizational arrangement and activities of security councils and crisis staffs.
