Synopsis:

The aim of the course is to familiarize students of civil engineering with the basic functioning of public administration in the Czech Republic and with the processes that influence the preparation and permitting of buildings. The course contains knowledge of public administration, its structure, organization, management, decision-making, knowledge of administrative law, and other legislation in relation to the issue of preparation and permitting of buildings. Students will get acquainted with theoretical and especially practical aspects of the functioning of public administration (generally also in relation to local authorities); with public administration entities, with decision-making and relations, and with relevant legislation; Furthermore, students will get acquainted with the problems of tasks and goals of public administration, with decision-making within this system.

Syllabus of lectures:

1. Public sector, functions of the state and public administration

2. State administration and self-government (territorial and professional), independent and delegated powers

3. State administration bodies (central, regional and municipal authorities)

4. Construction Act and related laws affecting construction (energy, telecommunications, etc.)

5. Basic state administration bodies in the field of construction (territorial planning authorities and construction authorities and their structure)

6. Basic state administration bodies in the field of construction (territorial planning authorities and construction authorities and their competences)

7. Concerned state administration authorities in the field of construction (their structure and competences)

8. Owners and managers of engineering (technical) networks – their position and role in the preparation and implementation of constructions

9. The position and role of local governments in the field of construction

10. Communication and decision-making processes in public administration

11. Decision-making processes of territorial self-governments, possibilities of civil control of the activities of self-governments

12. Corporate social responsibility (voluntary investments in the environment, civic amenities, etc.)

13. Pitfalls of permitting processes, the role of courts in construction practice

The exercises are aimed at deepening the knowledge from the lectures.
