Synopsis:

Effectiveness of spending public funds is a problem that is burdening the entire public sector, starting with the municipality, across regions, the state, and transnational groups such as the European Union. An independent assessment of the effectiveness of projects and public spending is a very complex task, as the main measure is not profit, but „public interest“. Any project requesting a more substantial financial contribution from public sources must include a comprehensive Feasibility Study that demonstrates that the project is viable, viable and has clear social effects. Financial and economic analysis is the most important part of a feasibility study, which summarizes all economic data, is projected into time, and its effect is translated into several compelling indicators. These indicators allow for an independent and transparent evaluation of the benefits of the submitted project. The subject is oriented to the practical application of these methods in practice. The student will prepare a Financial Analysis and a Cost-benefit Analysis (CBA) for a specific proposal for a public investment project. Students are expected to have basic orientation in accounting and project management. For a full understanding of the whole issue, it is advisable to further familiarize the student with the structure of the Feasibility Study and its methodology
