Synopsis:

In this course, students will be introduced to the issue of health technology assessment - HTA. Health technologies will be defined and the purpose of HTA described. Principles of evidence based medicine (EBM) as the basis of HTA. Students will learn the structure of studies, especially EUnetHTA Core Model. Calculate cost effectiveness and get input data (costs and outcomes). Specifics of using HTA at the level of national regulator and at the level of hospital management. Particular attention will be paid to the specifics of HTAs for medical devices. The conclusion of the lectures will be devoted to ethical questions of practical use of HTA.

Syllabus of lectures:

1. Introduction to HTA, definition of health technology, purpose and basic focus of HTA, perspective of HTA study.

2. Evidence based medicine (EBM). Resources for EBM and Quality Assessment. Meta-analysis and its techniques.

3. Cost and cost data sources: Direct medical costs, direct non-medical costs.

4. Cost and cost data sources: Indirect costs, non-quantifiable costs.

5. Outcomes in HTA: how to get them, how to process them, how to count them. Measuring the quality of life: QALY, DALY, LYG, generic and specific questionnaires, using time trade-off and standard gamble methods.

6. Multicriterial methods for determining outcomes.

7. Cost analysis: CMA, CEA, CUA, ICER, CBA, CIA, CCA. Economic-theoretical basics of cost analysis.

8. Structure of HTA studies. HTA101. Core model EUnetHTA. Model NICE.

9. Modeling in HTA. Sensitivity analyzes.

10. Use of HTA Studies to Decide to Include New Technology in Public Health Payments. SÚKL. Budget Impact Analysis (BIA). Thresholds and their introduction.

11. HTA for medical devices. Appropriate analysis, evaluation process. SÚKL activities in the field of medical devices. Use of HTA at hospital level. Rapid HTA

12. Organization and cooperation in the field of HTA: HTA organizations at the national level, types of HTA agencies. Transfer of HTA results between national health systems. International organisation.

13. Ethical issues related to health care and health technology assessment.
