Synopsis:

The goal is to basics and main principles of Civil Emergency Preparedness (CNP), to the extent necessary for the understanding of safeguarding the population against the effects of emergencies or crisis situations non-military character. Cooperation in the field of CNP at the international level is particularly within the European Union and NATO. Cooperation between NATO and EU civil protection aims to better protect people, their environment, property and cultural heritage in the event of major natural disasters or disasters caused by human factors arising both inside and outside the EU. The training will be clarified as well as crisis intervention policy and preparedness UN and the OSCE and the basic structure of civil emergency preparedness and obligations of the State in protecting the population.

Week 1 Introduction to the study „Civil emergency preparedness.“

Week 2 The concept of civil emergency preparedness in the EU and NATO

Third Week concept of civil emergency preparedness in the United Nations and the OSCE,

4th Week concept, meaning and structure of civil emergency preparedness in the country.

5th Week Addressing protection of the population in some states of the EU and NATO

6th Week planning and solution measures to protect the population,

7th Overview of the most important week of the applicable legislation on the protection of the population.

8th Week Protecting the population as a basic component of civil emergency preparedness, importance, and its division,

9th Civil Protection Week - warning, evacuation, sheltering.

10th Civil Protection Week - the area of emergency survival, personal protection against contamination and aid.

6th Week planning measures and solutions to protect the population for incident solving model situations in the field of population.

7th Week Solution model situations in the field of population.

8th Week Protecting the population as a basic component of civil emergency preparedness, importance, and its division,

9th Civil Protection Week - warning, evacuation, sheltering.

10th Civil Protection Week - the area of emergency survival, personal protection against contamination and aid.

Study Objective:

The main aim is to acquaint students with the methods and tools that are used in the Czech Republic for the safety management and crisis management. The course places particular emphasis on ensuring the security legislation of the Czech Republic and deals with prevention, in terms of measures that can be of emergency or crisis prevention, or whose application will ensure mitigation of protected interests, preparing for emergency response and crisis management authorities will be responsible public, management of emergencies during normal routine activities of public authorities and the integrated rescue system, crisis management, using the superior resources, forces and resources in the need to limit some rights and freedoms or obligations of the intentions of the publication of a state of emergency, and the process applied after these events to restore the affected area. Students will be able to primarily focus on emergency and military legislation and learn the exercises themselves actively formulate and solve problems in national security participujícími individual entities.
