Synopsis:

The aim of this course is to acquaint students with the foundations and guidelines, civil emergency planning, emergency treatment plans, the issue of the scope and powers of administrative authorities and local governments and obligations of legal and natural persons in the processing county emergency plan and external emergency plans. Furthermore, also show the practical activities in the preparation of emergency plans.

Syllabus of lectures:

Civil emergency planning, meaning, nature, tasks.

Emergency plans - the county emergency plan and external emergency plans - definitions, content, continuity. Methodology of planning documentation.

The rights and obligations of legal and natural persons in the processing of emergency plans.

The role of emergency plans in preparation for the members of emergency crews.

The role of contingency plans for the successful management of emergency situations, especially in the beginning.

Use of planning documentation for the adoption of adequate decisions for managing the situation.

Emergency plan and prevent the possibility of a crisis situation.

Scope and powers of state and local governments in emergency planning.

Syllabus of tutorials:

The scope and structure of the county emergency plan.

The methodology of the analysis of possible emergencies in the county.

The method and procedure for processing external emergency plan for the building (Category A, B).

The activities of expert groups, regional crisis staff, ODA in addressing emergencies.

IRS action in emergencies, the tasks of individual components and cooperation.

How to handle individual parts of the plan, the draft plan evacuation from danger areas.

The possibility of a crisis situation to solve large-scale emergencies.

Legislative support for dealing with emergencies, power commander and governor.
