Complex course dedicated to interdisciplinary problems -
legal aspects of information systems including the Internet
and aspects of computer crime, information handling in
information systems, manipulation of electronic documents,
electronic signature and intellectual property rights.
Legal issues connected with the software business. Basic
principles of Internet law. Computer and information
criminality. Criminal acts in relating to computers, their
components and to media, etc. Internet: criminal activities
on the Internet, etc. Protection of competition. Electronic
communications law and the protection of content.
- Requirements:

For the successful completion of the course, it is required
to present results of individual work assigned by a
lecturer to other fellow-students and explain an approach
used. 100% attendance of all seminars is obligatory. Final
examinations are either a test or oral examination after a
credit has been given.

1. Introduction to the course. Informatics and law.
Information and informatics. Information society. Legal
regulation of information. Right of access to information.
National information and communications policy. Czech
government programme.
2. Computer legislation and its relation to the
Constitutional Law and to other legal branches. Formation
of law and basic legislation rules.
3. Information systems and their components. Data and
information. Information systems and informatics in public
and private law. Technical and programming elements of
information systems.
4. Information systems in public administration. Public
administration and information systems. Legal aspects of
state administration in connection with the Internet.
5. Electronic documents and signatures. Legal prerequisites
of IT-processed documents. Electronic signature. Electronic
Signature Act.
6. Personal data processing and the protection of personal
data. Protection of Personal Data Act. Constitutional
principles of the protection of privacy and personal data.
7. Law of electronic communications. Legal framework of
telecommunications prior to 2000. Telecommunications Act
and provisions in the execution of the act. Electronic
Communications Act and provisions in the execution of the
act. Relevant market analyses and legal instruments related
to the Electronic Communications Act.
8. Broadcasting law. Radio and TV Operations Act. Czech TV
and Czech Radio Acts. Conditional access and its legal

law obligations in connection with the Internet. Legal

with providers, author protection, personality protection,
telecommunication confidentiality.

responsibility, legal and contractual guarantees.
11. The Internet and administrative and penal law. Torts in
connection with the Internet. Administrative law acts on-
line. Criminal activities on the Internet, etc.
12. Protection of intellectual property in information
technologies. Intellectual property. Copyright. Legal
