Synopsis:

The aim of the subject is to familiarize students with basic principles of nuclear safety.

Syllabus of lectures:

1.Introduction (2 lectures): Risk assessment in the society, basic principles of nuclear safety approach – 3S principle (Safety, Security, Safeguards), Nuclear facility life-cycle, Tasks of independent oversight, Safety culture

2.Legislative framework of nuclear safety assessment (1 lecture): role of the state, state regulatory authority and nuclear installation’s operator, Czech legislation, Personal requirements, requirements on documentation, licensing, Czech regulatory body, IAEA and other international organizations

3.Safeguard process (1 lecture): Non-proliferation treaty (NPT), Comprehensive Safeguards Agreement (CSA) and additional protocol, Nuclear materials records at nuclear facilities

4.Security of nuclear facilities and nuclear materials (1 lecture): Security of nuclear facilities in all parts of their lifetime, principles of physical protection, influence of computer security on nuclear facilities.

5.Emergency preparedness (1 lecture): Radiation emergency – definitions and classification, Inner and outer emergency plan, emergency response management, managing and acting personal, emergency response checking

6.Nuclear safety assessment (2 lectures): Evolution of the safety philosophy, Defence in depth, Safety analyses – approaches, calculation codes (verification, validation, standardization), Documentation of nuclear facility, Safety report, Design basis accident – evolution, approach in Czech Republic and in the world, Severe accidents with core melting, Accident prevention – Limits and conditions of the safe operation, safety and operational limits, technology signals, Human factor, operation strategy.

7.Classification of events of nuclear facilities (1 lecture): Classification according to the physical-engineering aspects, classification based on initiating events, international INES scale – definition of individual grades, additional factors, examples of evaluation.

8.Description and analysis of selected nuclear accidents – examples of events and their assessment based on the INES criteria. (2 lectures)

9.Reactor safety systems (1 lecture): Evolution trends of safety systems, safety systems of recent reactors – core protection during accident, protection of environment, safety systems of gen. III+ reactors, safety systems of gen. IV reactors.
