Synopsis:

Students will learn about health systems around the world as well as the history and development of organizational and reimbursement systems in health care. In relation to the organisational systems, they will also learn about the principles of health care financing, both preventive and curative, not only in the Czech Republic and the EU, but also in the world. Application of Act No. 258/2000 Coll. in relation to supervision. Supervision of the provisions of the Labour Code, particularly in the area of occupational health and safety prevention. The procedure and methods of decision-making of supervisory bodies in the event of breaches of generally applicable regulations, including internal management acts relating to health protection. Interpretation of labour law relations between the employee and the employer, rights and obligations. Legal responsibilities in the health sector.

Requirements:

1. Proof of knowledge by written test

2. The test consists of 20 questions with three possible answers (one correct answer)

Syllabus of lectures:

- Public health, importance, tasks, financing, resources, revenues, expenditures.

- Current organisational systems of health care. Development of international cooperation in the health sector. WHO.

- State health policy, ethical principles in health care, international conventions on biomedicine.

- Public health insurance in the Czech Republic, health care reporting.

- The importance of prevention in terms of national health policy, IHIS.

- Origin of law, legal norms, legal system in the Czech Republic.

- Introduction to civil, labour, administrative and criminal law.

- Rights and obligations of employees and employers.

- Legal system, hierarchy of legal regulations. Legislative process. International, European and national law. Convention on Biomedicine. European directives and regulations.

- Health legislation. Health Services Act. Public Health Protection Act. Atomic Act. Public Health Insurance Act. Product Safety Act

- Medical Devices Act and related regulations. Medical documentation. Electronic Healthcare Act

- Civil Code (contracts). Public Procurement Act.

- Metrology Act. Technical standardisation in the world, Europe and the Czech Republic. Technical standards relating to medical devices, medical devices in ophthalmology and optometry.

- Quality management systems. Good manufacturing, laboratory and clinical practice

- Act on non-medical health professions. Statutory regulations directly related to the practice of the profession of Optometrist

- Electronic documentation, its security, protection of patient data

- Metrology in the ophthalmology clinic, planning of medical device inspections, case studies

- Legislation related to the establishment and operation of opticians, employer-employee relationship

Study Objective:

To provide students with basic information about the legal environment of healthcare, understanding the difference between criminal, administrative and civil law.

Basic information about relationships with health insurance companies and reimbursement for care.
